Style sheet load order

I realize this might be a breaking change, but I do think the following would be more logical.

When I add this in the template:
{{registerstylesheet "styles.css"}}
{{registerstylesheet "flexslider/flexslider.css"}}

The result it this:
<link href="/Portals/.../Templates/FlexSlider-Img-Title-Subtitle/flexslider/flexslider.css?cdv=147" media="all" type="text/css" rel="stylesheet">

<link href="/Portals/.../Templates/FlexSlider-Img-Title-Subtitle/styles.css?cdv=147" media="all" type="text/css" rel="stylesheet">

So the stylesheets are injected in reverse order.
That is not very logical for new users IMO. :-)

I think this is fixed in 3.2.

I found that while this works in CP view mode, the order is "the old way" in Edit mode.
So it's not completely fixed is seems.

Weird, I see this in one portal not in the other, with the same template... ???
